`Good Morning - here are my thoughts regarding accounts listed below :

`—(North Carolina) - I do not see the decision by BCBS NC changing. They have ceded business to us for
`- and have ceded several other groups to ANA. The
`lost a lot of national account business on 1/1/2011 (8 accounts)
`and will be losing—to us on 1/1/2012. ‘is 30K subs .
`I can not see that they will want to cede additonal

`business our way .

`—- I think everyone is aware that BCBS Mass does not cede, regardless of the situation. We are in a difficult
`situation with Mass right now on another account

`We can take a look at the—and let you know if any of it looks viable

`I had lunch with Shital today and below are my notes.

`Joan - we discussed the- marketing and the role procurement is playing. He said they will be
`extremely focused on fees, disruption, discounts — he said that we need to figure out our disruption issue
`as it will hurt us — he said that Mercer knows we should have excellent disruption results but that the
`data needs to reflect this.

`Shital shared off the record that Mercer is looking out carve-out DM and wellness vendors for the

`PBA overall. This new vendor would sit over UHC and ANA. The dedicated UM/CM unit we have built for

`the PBA would remain in place.

`Deb - we always ask about groups that BCBS did not cede that left the BCBS. Shital brought up
`-
`—. BCBSNC would not cede. Because of this the case went to United for 6/1/10 and this
`group continues to grow. He said that—is expected to go to United as well since
`BCBSMA is not expected to cede — Deb, can ask BCBSMA for a cede?
`
`Shital has been meeting with-, PE firm which will represent a good opportunity for ANA.
`Very little of their business is with BCBS today.
`
`Shital said that the pipeline is looking good and the thinks there will be a 8K employee and 14K
`employee group (unnamed) that we will get asked to quote on. Shital brought up our inability to get
`cedes and that he has stopped pushing for many cedes because of this. He said that United wrote 12
`large and small groups last year — small group is <3,000 and could go down to 50 employees, etc. Deb,
`we know the deal.... Just sharing, FYI.
`
`We discussed the renewals for the existing Mercer PE business and the expected range 1.5% of
`6.5% - Shital said they can sell 3.5% and that he may want to work with us to move some of the
`increases around among the groups — I said groups generally need to stand on their own but that we are
`open to discussing
`He is speaking with —which is a Cerberus client with 5,000 employees (two 2,500
`life groups)
`
`He is speaking with_ which is 6k lives — their leadership is based on Dallas but Shital felt
`the group may be based on Virginia
`
`He is going after-which is with CIGNA
`
`He is going after—which is owned by— — I
`discussed the Blues of Rochester and ceding is not likely.
`
`We discussed—which is owned by a PE firm and is enrolled with a TPA,
`HealthComp, who leases our network.
`I indicated that there is a non-compete with HealthComp, which
`prohibits us from quoting on this business based on feedback from the West Coast team (Amy Mattivi).
`Shital said that if we cannot quote there is a good chance of United getting this business — I spoke with
`Anita Lohrs as a follow up — she said to hold off on taking any action as a TPA ASO fee (cheap) with the
`BCBS networks may be the best value proposition for this client. Mercer is running a NetPic analysis for
`
`Shital said that there is a good chance that Mercer is going to bring _into the PBA—
`he said he would keep me posted - Howard Goldin is the AE for ANA.
`
`(CO Based) — RFP will arrive in the next two months for 1/1/12 to include them as
`-
`part of the PBA (full East Coast model)
`
`—(existing customer) will go to bid for 1/1/12 and Mercer would like a PBA quote
`and to have service take place in the PBA center in Middletown — he asked for Account Management to
`either take place in the East or a hybrid model split between the East and the West — I think we can talk
`him into West Coast Account Management if that makes the most sense. The RFP will be sent to me in
`the next two months.
