`On June 1, 2016, the Federal Energy Regulatory Commission (“Commission”) issued in the
`captioned proceeding, its Order Granting Section 3 and Section 7 Authorizations (“June 1 Order”),
`in which authorization was granted to Elba Liquefaction Company, L.L.C. and Southern LNG
`Company, L.L.C. (together referred to as “Companies”) to construct and operate new natural gas
`liquefaction and export facilities and to abandon its LNG Truck Loading Facilities (“Elba
`Liquefaction Project”). On June 27, 2016, Companies filed their Implementation Plan pursuant to
`Condition 8 of Appendix B to the June 1 Order.

`By letter order dated October 17, 2016, Companies received Commission authorization to
`
`commence initial site preparation of the Elba Liquefaction Project. In compliance with
`Environmental Condition 10 of Appendix B to the June 1 Order, Companies have filed monthly
`status reports (“Reports”) showing construction and restoration progress of the Elba Liquefaction
`Project. The Movable Modular Liquefaction System No. 2 (“MMLS #2) facilities will be ready to
`place in-service on January 16, 2020. This will be the fourth MMLS system to be placed in-service.
`
`On January 13, 2020, Companies requested written authorization to place the MMLS #2
`
`facilities associated with the Elba Liquefaction Project In-Service in compliance with Environmental
`Condition 13 of Appendix B to the June 1 Order. Companies herewith update the January 13 filing
`and respectfully request written authorization from the Director of the Office of Energy Projects to
`place the MMLS #2 facilities associated with the Elba Liquefaction Project In-Service on January
`16, 2020. Condition 13 states that such authorization will only be granted following a determination
`that the facilities have been constructed in accordance with FERC approval and applicable standards,
`can be expected to operate safely as designed, and the rehabilitation and restoration of the right-of-
`way and other areas affected by the Project are proceeding satisfactorily.

`Companies state that the commissioning tests confirm that the MMLS #2 facilities have been
`
`constructed in accordance with FERC approval and applicable standards and can be operated safely
`in accordance with the FERC Conditions in the June 1 Order. Additionally, Companies confirm that
`

`the rehabilitation and restoration of the right-of-way and other areas affected by the Project are
`proceeding satisfactorily and that no environmental problem areas or non-compliance issues were
`identified by the Commission Staff during their inspection in September.

`Further, Companies provide in Appendix A the executed in-service test Certification showing
`
`that the in-service test has been completed.
`
`With this submittal, Companies believe they have filed all documentation required by FERC
`
`staff demonstrating readiness for the Elba Liquefaction Project to be placed into service. Companies
`are herein requesting authorization to place the MMLS #2 facilities in service on January 16, 2020
`as authorized by the June 1 Order.
