`I grant your September 24, 2024 request for Port Arthur LNG, LLC (PALNG) to
`commence construction activities of the underground firewater piping in limited OSBL
`areas. Your request is consistent with Conditions 37, 38, 43, 44, 45, 53, 86, 99, 103, 104,
`and 106 of the Commission’s April 18, 2019 Order Granting Authorizations Under
`Section 3 and 7 of the Natural Gas Act (Order) in the above-referenced docket. This
`approval is based on FERC staff review of the information filed on January 29, March 8,
`April 26, May 1, May 10, and September 24, 2024. Please note that this approval is
`limited to underground firewater piping in the OSBL areas of the PALNG facility as
`described in the September 24, 2024 filing request and does not grant approval to install
`the OSBL underground firewater piping modifications which PALNG indicated will be
`filed at a later date.

` remind you that PALNG must comply with all applicable remaining terms and
`conditions of the above referenced Order, as well as procedures stipulated in your
`previous filings. We also note that PALNG must comply with any applicable Department
`of Transportation requirements under 49 CFR 193 subject to Department of
`Transportation Pipeline and Hazardous Materials Safety Administration enforcement.
`Similarly, PALNG must comply with any applicable U.S. Coast Guard requirements
`under 33 CFR 127 and 33 CFR 105 subject to U.S. Coast Guard enforcement.
`
`Please note that this approval does not grant PALNG the authority to commence
`construction of other project facilities at the LNG terminal. Additional authorizations will
`

`be released once PALNG has demonstrated full compliance with the conditions of the
`Order. Furthermore, we note that FERC staff look to continuously evaluate the safety
`and reliability of LNG facilities through its technical reviews and inspections, which may
`result in recommendations.
