`Basis for Intervening:
`Concerns about repurposing an old pipeline. Reversing flow and changing from 
`fuel oil to natural gas and related hydrocarbons. We have 9 pipelines running 
`through our densely populated township. NGLs are "related hydrocarbons" Once 
`this line is repurposed we are concerned that NGLs could flow and we also think 
`Adelphia could use the new easement agreements to add more pipelines. We have 
`reached the point of pipeline saturation in our community. There is no shortage 
`of natural gas in our region so the need for this pipeline repurposing cannot 
`meet the requirement to demonstrate "need".
