`I am writing to request the agency deny MVPâ(cid:128)(cid:153)s request to extend their
`Certificate for Public Convenience and Necessity.
`
`I have learned of the Southgate extension through fellow community members. It
`represents a good deal of harm to the NC community, and distracts from the need
`to invest in infrastructure for cleaner energy.
`
`FERC should deny MVPâ(cid:128)(cid:153)s extension request for the following reasons:
`(1) MVP has not demonstrated cause for extension for the Southgate project. They
`are relying on issues with MVP mainline and the support that the project has
`received from Federal officials. These are not the same project and FERC should
`treat them separately.
`(2) No reasonable progress has been made to date. When FERC granted MVP an
`extension of its mainline MVP project, MVP Southgate has had three years to make
`progress and work towards getting missing permits. They were originally denied
`permits, and have not reapplied for the NC Clean Water Act 401 permit nor the
`Clean Air Act permit for the Lambert Compressor Station.
`(3) Notably, the findings of the 2019 Environmental Impact Statement have
`changed. There is more available gas in the region thus making Southgate
`unnecessary. This should be reconsidered.
`(4) Most importantly, Southgate is not in the public interest. Key energy
`parties (Dominion, NextEra) intend to get out of the gas business. Moreover, the
`original plan was to use the natural gas for home heating and stoves. But now
`the plan is to use it for energy generation which introduces more pollution and
`emissions not accounted for in the environmental impact statement.

`Again I urge you to deny MVPâ(cid:128)(cid:153)s request to extend their Certificate for Public
`Convenience and Necessity.
