`Docket Nos. CP22-21-000; CP22-22-000
`Implementation Plan for the CP2 LNG Terminal and CP Express Pipeline
`Supplemental Information – Emergency Response Plan and Cost Sharing Plan
`Update
`
`Dear Secretary Reese:
`
`On December 2, 2021, Venture Global CP2 LNG, LLC ("CP2 LNG") and Venture Global CP
`Express, LLC ("CP Express") submitted for filing, pursuant to Sections 3 and 7 of the Natural Gas Act, as
`amended, and Parts 153 and 157 of the regulations of the Federal Energy Regulatory Commission
`("Commission"), an application for authorization to construct, install, own, operate and maintain certain
`liquefied natural gas facilities located in Cameron Parish, Louisiana and related pipeline facilities in
`Louisiana and east Texas ("Project").
`
`On June 27, 2024, the Commission issued an order authorizing CP2 LNG and CP Express to
`construct and install certain facilities that comprise the Project (the “Order”).
`
`Condition No. 45 of the Order requires CP2 LNG to develop an Emergency Response Plan
`("ERP"), and to report progress on the development of the ERP at three-month intervals. On July 5, 2024,
`CP2 LNG and CP Express submitted Volume 0 of the Implementation Plan ("IP") for the CP2 LNG
`Terminal ("Terminal") and the CP Express pipeline facilities ("Pipeline System") in accordance with
`Condition No. 6 of the Order. Volume 0 included a copy of the ERP, which CP2 LNG developed in
`consultation with the U. S. Coast Guard; state, county, and local emergency planning groups; fire
`departments; state and local law enforcement; and appropriate federal agencies.
`
`CP2 LNG hereby submits the following update regarding its ERP: There have been no updates to
`its ERP since the filing listed above. On November 6 and November 25, 2024, Calcasieu Pass submitted
`responses to a data request issued September 13, 2024 regarding its ERP.
`
`In connection with the ERP, CP2 LNG has produced an emergency response pamphlet for
`distribution to the public. A copy of the pamphlet was submitted on August 16, 2024.
`
`

`

`CP2 LNG hereby submits the following update regarding its pamphlet: The pamphlet was
`distributed to all residences, businesses, institutions, and facilities within the five-mile-radius ERP
`planning area in September, 2024.
`
`Condition No. 46 of the Order requires CP2 LNG to file a Cost-Sharing Plan ("CSP") and to
`report on the development of the CSP at 3-month intervals. The Implementation Plan submitted on July
`5, 2024 included copies of the CSPs that CP2 LNG has entered into with the appropriate agencies.
`
`CP2 LNG hereby submits the following update regarding its CSPs: CP2 LNG has entered into
`amendments to its CSPs with the Cameron Parish Office of Homeland Security, Cameron Parish Sheriff’s
`Office, and the South Cameron Fire Department. CP2 LNG submitted those amendments on October 30,
`2024.
`
`Pursuant to 18 C.F.R. § 385.2010, this filing is being served on each person on the official service
`list for this proceeding.
`
`Please contact the undersigned representatives of CP2 LNG if you have any questions regarding
`this filing.
`
`Respectfully submitted,
