`CONVENING PREHEARING CONFERENCE

`1. Ordering paragraph (D) of the Commission's order of June 25, 2003
`directed the Presiding Judge to convene a prehearing conference within
`approximately 15 days after the filing of responses to the showcause order. The
`deadline for filing of those responses was originally July 25, 2003; however, by
`notice of the Secretary, issued July 11, 2003, the deadline was extended to
`September 2, 2003.
`2. The initial prehearing conference will be held on September 16, 2003. It
`will convene at 10:00 a.m. in a hearing room of the Commission, 888 First Street,
`N.E., Washington, D.C.
`3. The principal purpose of the conference will be to establish a procedural
`schedule. The procedural schedule will include limited periods during which
`discovery may be conducted. Hence, we will address any questions regarding the
`scope of discovery that may be raised at the conference.
