`Basis for Intervening:
`DTE Electric Company (âDTEâ), a wholly-owned subsidiary of DTE Energy
`Company, is a public utility operating company engaged in the generation and
`distribution of electric energy in the State of Michigan. DTE provides retail
`electric service to approximately two million customers throughout portions of
`southeastern Michigan, and also engages in wholesale sales of electric energy at
`market-based rates pursuant to authority granted by the Commission. In addition,
`DTE is a non-transmission owning member of the Midcontinent Independent System
`Operator, Inc. (âMISOâ).
`
`As a load-serving entity (âLSEâ) and generation owning member of MISO, DTE
`will be directly affected by, and has a significant interest in, the outcome of
`this proceeding. DTEâs interests cannot be adequately represented by any other
`party. Accordingly, DTE respectfully requests that it be granted intervention in
`this proceeding, with full rights attendant to party status.
