`Basis for Intervening:
`The Institute for Policy Integrity at New York University School of Law ("Policy
`Integrity") is a non-partisan think tank dedicated to improving the quality of
`government decisionmaking through advocacy and scholarship in the fields of
`administrative law, economics, and public policy. Policy Integrity consists of a
`team of legal and economic experts, trained in the application of economic
`principles to regulatory decisionmaking.
`
`This proceeding involves a complaint by Anbaric Development Partners, LLC
`("Anbaric") intended to eliminate barriers to the interconnection and
`development of certain open-access transmission projects to serve offshore wind
`resources connected to the PJM Interconnection LLC ("PJM") Transmission System.
`Policy Integrity has published reports and academic research regarding how
`market rules affect the development of an economically efficient electricity
`system. Because it will affect the design of PJM's transmission system, the
`system's ability to cost-effectively integrate new offshore wind resources, and,
`ultimately, the justness and reasonableness of PJM's market rules, Policy
`Integrity has an interest in the outcome of this proceeding. That interest may
`be materially affected by the outcome of this proceeding, and no other parties
`can similarly represent Policy Integrity's interest.
