`LS Power Development, LLC ( LSP Development ) is a Delaware limited
`liability company. Through various subsidiaries, LSP Development develops,
`owns, and operates independent power projects and merchant transmission projects
`in the United States, including generating facilities in the ISO New England
`Inc. ( ISO-NE ) market.
`
`Helix Maine Wind Development, LLC, Ocean State Power LLC, and Wallingford Energy
`LLC (together with LSP Development, the  LSP Entities ) are affiliates of
`LSP Development that own generation facilities in the ISO-NE market and are
`active participants in the markets administered by ISO-NE.
`
`Each of the LSP Entities therefore has a direct and substantial interest in
`these proceedings that cannot be adequately represented by any other party, and
`its intervention in these proceedings is in the public interest.
`
