`Butler County Rural Electric Cooperative ("Butler") respectfully moves to
`intervene in Docket No. ER192909000, in which Basin Electric Power Cooperative
`(â(cid:128)(cid:156)Basin Electric â(cid:128)(cid:157)) submits Rate Schedule A to the Federal Energy Regulatory
`Commission (â(cid:128)(cid:156)Commission â(cid:128)(cid:157)) for approval. Rate Schedule A establishes a
`comprehensive cost of service rate for the service that Basin Electric provides
`to its eighteen Class A member cooperatives and one Class D member cooperative
`(individually, a â(cid:128)(cid:156)Member, â(cid:128)(cid:157) and collectively, â(cid:128)(cid:156)Members â(cid:128)(cid:157)) pursuant to the
`terms of wholesale power contracts (â(cid:128)(cid:156)Wholesale Power Contracts â(cid:128)(cid:157)). Basin
`Electric explains that it makes this filing because it will no longer qualify
`for an exemption from Commission regulation under the Federal Power Act on the
`earlier of the date on which: (1) it admits a Class A Member that does not
`qualify for such an exemption or (2) an existing Class A Member ceases to
`qualify for such an exemption. Basin Electric requests waiver of the
`Commissionâ(cid:128)(cid:153)s notice requirements and asks that the Commission permit the Rate
`Schedules to go into effect on the date on which Basin Electric becomes subject
`to the Commissionâ(cid:128)(cid:153)s jurisdiction.

`Butler is a memberowned electric distribution cooperative serving six counties
`in NorthCentral Iowa. Butler was established in 1936. It owns and operates
`1825 miles of electric distribution line, which interconnects with 23
`substations. Butler is one of nine member cooperatives supplied by Corn Belt
`Power Cooperative ("Corn Belt"). Butler purchases all of its power requirements
`from Corn Belt pursuant to the terms of an allrequirements wholesale power
`contract, which has a term that extends until 2075. The duration of Butler's
`agreement with Corn Belt mirrors the duration of Corn Belt's wholesale power
`contract with Basin. Butler recovers the cost of its power supply from its
`memberowners, which include residential, irrigation, commercial, industrial,
`and sales for resale customers. Butler is a cooperative corporation organized
`under the provisions of Chapter 499 of the Code of Iowa (2019) and is a public
`utility under Iowa Code Chapter 476. Butler's principal place of business is in
`Allison, Iowa. It is governed by a nine member Board of Directors. Butler is a
`Class C member of Basin and its power supplier Corn Belt is a class A member of
`Basin. Butler is a borrower under the United States Department of Agriculture
`Rural Utilities Service program and it sells less than 4,000,000 MWh of
`electricity per year. Therefore, it is not a "public utility" under section
`201(e) of the FPA by virtue of section 201(f) of the FPA. 16 U.S.C. §§ 824(e)
`and 824(f).

`As a Member of Basin Electric, Butler has a direct and substantial interest in
`the outcome of this proceeding that cannot be adequately represented by any
`other participant. Accordingly, Butler respectfully requests that it be granted
`full party status in this proceeding.
