`Basis for Intervening:
`Charles Mix Electric Association, Inc. (âCharles Mixâ) respectfully moves to
`intervene in Docket Nos. ER20-2441 and ER20-2442. In Docket No. ER20-2442-000,
`Basin Electric Power Cooperative (âBasin Electricâ) submits Rate Schedule A
`to the Federal Energy Regulatory Commission (âCommissionâ) for approval.
`Rate Schedule A establishes a comprehensive cost of service rate for the service
`that Basin Electric provides to its eighteen Class A member cooperatives and one
`Class D member cooperative (individually, a âMember,â and collectively,
`âMembersâ) pursuant to the terms of wholesale power contracts (âWholesale
`Power Contractsâ). Basin Electric requests waiver of the Commissionâs notice
`requirements and asks that the Commission permit the Rate Schedules to go into
`effect on the date on which Basin Electric became subject to the Commissionâs
`jurisdiction.

`In Docket No. ER20-2442-000, Basin Electric submits to the Commission FERC Rate
`Schedules Nos. 1 through 19. The Rate Schedules represent existing long-term,
`wholesale power supply contracts (âWholesale Power Contractsâ) between Basin
`Electric and its eighteen Class A Members and one Class D Member.

`Charles Mix Electric Association, Inc.
`
`Charles Mix Electric is a not-for-profit member-owned electric distribution
`cooperative serving Charles Mix County in South Central South Dakota. Charles
`Mix Electric was established in 1945 to serve rural customers, including farms,
`homes, businesses and tribal establishments. Today, Charles Mix Electric owns
`and operates approximately 1200 miles of distribution lines, which are
`interconnected with the facilities of East River Electric, Western Area Power
`Administration, Southwest Power Pool, and the city of Pickstown, SD. In 2019,
`Charles Mix Electric sales totaled about 70,000,000 kW hours of electricity.
`Charles Mix Electric is governed by a seven-member Board of Directors. Charles
`Mix Electric is a Class C member of Basin Electric. Charles Mix Electric is a
`borrower under the United States Department of Agricultureâs Rural Utilities
`Service program. Finally, because Charles Mix Electric sells less than 4,000,000

`megawatt hours of electricity per year, it is not a âpublic utilityâ under
`section 201(e) of the FPA by virtue of section 201(f) of the FPA. 16 U.S.C. §§
`824(e) and 824(f).]

`As a Member of Basin Electric, Charles Mix Electric has a direct and substantial
`interest in the outcome of this proceeding that cannot be adequately represented
`by any other participant. Accordingly, Charles Mix Electric respectfully
`requests that it be granted full party status in this proceeding.
