`Basis for Intervening:
`Central Electric Cooperative, Inc. (âCentral Electricâ) respectfully moves
`to intervene in Docket No. ER20-2441 in, in which Basin Electric Power
`Cooperative (âBasin Electricâ) submits to the Federal Energy Regulatory
`Commission (âCommissionâ) FERC Rate Schedules Nos. 1 through 19. The Rate
`Schedules represent existing long-term, wholesale power supply contracts
`(âWholesale Power Contractsâ) between Basin Electric and its eighteen Class
`A member cooperatives and one Class D member cooperative (individually, a
`âMember,â and collectively, âMembersâ). Basin Electric explains that it
`submits this filing because it will no longer qualify for an exemption from
`Commission regulation under the Federal Power Act on the earlier of the date on
`which: (1) it admits a Class A Member that does not qualify for such an
`exemption or (2) an existing Class A Member ceases to qualify for such an
`exemption.

`Central Electric Cooperative, Inc. (âCentral Electricâ) respectfully moves
`to intervene in Docket No. ER20-2442, in which Basin Electric Power Cooperative
`(âBasin Electricâ) submits Rate Schedule A to the Federal Energy Regulatory
`Commission (âCommissionâ) for approval. Rate Schedule A establishes a
`comprehensive cost of service rate for the service that Basin Electric provides
`to its eighteen Class A member cooperatives and one Class D member cooperative
`(individually, a âMember,â and collectively, âMembersâ) pursuant to the
`terms of wholesale power contracts (âWholesale Power Contractsâ). Basin
`Electric explains that it makes this filing because it will no longer qualify
`for an exemption from Commission regulation under the Federal Power Act on the
`earlier of the date on which: (1) it admits a Class A Member that does not
`qualify for such an exemption or (2) an existing Class A Member ceases to
`qualify for such an exemption. Basin Electric requests waiver of the
`Commissionâs notice requirements and asks that the Commission permit the Rate
`Schedules to go into effect on the date on which Basin Electric becomes subject
`to the Commissionâs jurisdiction.

`Central Electric is a not-for-profit member-owned electric cooperative based in
`Mitchell, South Dakota, and provides electric to over 4,800 members in
`southeastern South Dakota. Central Electric is governed by a member-elected
`board of directors and is a borrower under the United States Department of
`

`
`Agricultureâs Rural Utilities Services program. Because Central Electric sells
`less than 4,000,000 megawatt hours of electricity per year, it is not a
`âpublic utilityâ under section 201(e) of the FPA by virtue of section 201(f)
`of the FPA. 16 U.S.C. §§ 824(e) and 824(f). Central Electric is an all-
`requirement member of East River Electric Power Cooperative, Inc. of Madison,
`South Dakota (âEast Riverâ). East River is in turn a supplemental all-
`requirements member of Basin Electric and receives its power and energy from
`both Basin Electric and Western Area Power Administration. Central Electric is a
`member of both East River and Basin Electric.

`As a Member of Basin Electric and East River, Central Electric has a direct and
`substantial interest in the outcome of this proceeding that cannot be adequately
`represented by any other participant. Accordingly, Central Electric respectfully
`requests that it be granted full party status in this proceeding.
