`generation and transmission cooperative headquartered in Winchester, Kentucky.
`EKPC generates and transmits wholesale energy to its 16 ownermember
`cooperatives and is a member of the PJM Interconnection, L.L.C. (â(cid:128)(cid:156)PJM â(cid:128)(cid:157)).

`This proceeding involves reforms to PJMâ(cid:128)(cid:153)s capacity market, specifically
`proposed revisions to PJMâ(cid:128)(cid:153)s Open Access Transmission Tariff and Reliability
`Assurance Agreement. As a transmission and generation owner, transmission
`customer and loadserving entity in PJM, EKPC may be affected by the outcome of
`this proceeding. As a result, EKPC has a direct and substantial interest in the
`outcome of this proceeding. Therefore, EKPC is an interested party and its
`intervention and participation will be in the public interest. EKPC is not now,
`and will not be, adequately represented by any other party in this proceeding,
`and may be bound or adversely affected by the Commissionâ(cid:128)(cid:153)s action herein. EKPC
`therefore moves to intervene with full rights as a party hereto.
