`Subject: 2016 Spillway Gate Operation Certifications
`Dear Mr. Johnson:
`
`Enclosed are the 2016 Spillway Gate Operation Certifications for the dams listed below. Overall, our
`operation and inspection of the gates have not revealed any unusual or severe conditions that would threaten
`the safety, integrity, or operation of any spillway gate. The table below shows the type of spillway gate test
`
`performed for each development this year.

`
`2016 Comments
`
`All developments in the Klamath Hydroelectric Project had their spillway gates tested slightly ahead of the
`planned January 2016 test date. As a result, the Copco No. 1 and Copco No. 2 dams were tested in November
`2015 and the J.C. Boyle and Keno dams were tested in December 2015. Because all tests for the Klamath
`Hydroelectric Project occurred approximately 10 months after their last respective test dates, they satisfy
`the annual test requirement.
`
`In June 2016, FERC requested that PacifiCorp begin recording spillway gate motor data (i.e. voltage,
`running current, and start-up current) when a spillway gate is test operated using the emergency generators.
`Accordingly, all tests performed after July 1, 2016 include the requested information for a spillway gate at
`the development.
`
`In some instances it is recognized that the test results for the spillway gate lifting motor voltage and
`amperage draw exceeded the nameplate of the lifting motor. In all cases where the values reported in the
`attached certifications are shown to exceed the lifting motor nameplate, these values were reviewed by a
`senior electrical engineer and the dam safety engineer and judged to be within an allowable tolerance for
`the lifting motors. Time history plots and discussion of the test results will be provided in the annual
`Dam Safety Surveillance and Monitoring Report for each respective project.
`
`This letter and its attachments have been filed electronically along with our Confidential Information
`Notice. The security classification of each component in this packet is shown in the enclosure lists. Two
`complete paper copies have also been sent to your office. If you have any questions concerning these
`documents, please contact Peter Martins at 503-813-6639.
