`Dear Secretary Salas:
`
`I would like to go on the record as commenting on the proposed new Lime Saddle hiking/biking
`trail.
`
`The December 2005 Project 2100 Recreation Management Plan Appendix D, NonMotorized
`Trails Plan DID NOT list a proposed new hiking/biking trail at the Lime Saddle Marina and
`Campground. It was only tucked into the description of the campground improvements. This
`proposed new trail does not include equestrian access.
`
`The March 2006 Settlement Agreement Recreation Management plan Appendix D, Non
`Motorized Plan DID list the proposed new hiking/biking trail. This Recreation Management
`Plan was not made public until March 31, 2006. It was distributed only to groups and
`individuals who indicated they were going to sign the Settlement Agreement, and only several
`days prior to the Settlement Agreement being signed. This Settlement Agreement RMP should
`have been distributed to the public at least 30 days prior to the signing of the Settlement
`Agreement.

`I am interested why CSHA Region 2 and CSHA State President Bob Adams and Jeannie Gillen
`signed onto this Settlement Agreement without comment on this lack of equestrian access for a
`proposed new trail.
`
`The reason given in the RMP for the lack of equestrian access is that there are no equestrian
`facilities at Lime Saddle. In reality, there is a huge parking lot with access for boat trailers, and
`therefore horse trailers. The semitruck that delivered the Coho Salmon to this area had no
`trouble maneuvering in the parking lot.
`
`I am opposed to this new 3mile trail not allowing equestrian access. The proposed trail must be
`built to safe multipleuse standards to provide a safe trail experience for hikers. If safe multiple
`use standards are not defined, they must be defined prior to building any multipleuse trails on
`public lands.
