`This correspondence is in response to the Eagle Creek Renewable Energy’s
`(ECRE’s) April 15, 2019 letter providing the team’s audit protocols to perform an
`external audit of your Owner’s Dam Safety Program (ODSP) for the hydroelectric
`projects listed in the enclosure. That ECRE letter included responses to the FERC’s
`March 27, 2019 letter and its second enclosure incorporated requirements from the
`FERC’s March 27, 2019, February 20, 2019, and August 21, 2018 letters.
`
`The audit protocols are acceptable. Therefore, the audit team may perform the
`external audit of your ODSP. The team is reminded to review the Independent Forensic
`Team Report of the Oroville Spillway Incident with specific consideration of Section 6
`(General Organizational, Regulatory, and Industry Factors) and Appendix J (Human
`Factors Framework and Methodology).
`
`You are reminded that the external audit report is due by July 30, 2019. Also, the
`auditors are to present the report with its findings and recommendations with you at the
`Commission’s headquarters in Washington, DC by August 30, 2019.
