`Dear Mr. McGann:
`
`On August 14, 2002, an operation inspection ofthe Squa Pan Project was performed
`by Mr. Harold Kamara of my office. We would like to thank you and yourstaff for the
`courtesy you extended to Mr. Kamara during the inspection. The project structures at thesite
`appeared to be in good condition and no significant deficiencies were noted that require
`immediate remedial action. However, the following deficiencies were observed:

`Brush, grass and small trees were noted along the toe of the left
`embankmentand should be removed at both embankmentson a regular
`basis.
`
`Concrete spalling was noted in localized areas of the dam. You noted
`that plans to repair the spalled concrete are under way.

`The railing inside the gallery was severely rusted and should be
`replaced.
`

`Animal burrows were noted on the right embankmentsection adjacent
`to the downstream retaining wall. The animal burrowsshould befilled
`on a regular basis.
`
`Please provide this office by July 16, 2004 a plan and schedule for addressing the
`noted deficiencies. In addition, we should advise you that we may send additional comments
`that arise as a result of the preparation of the inspection report. If you have any questions
