`Dear Ms. Maloney:

`On March 17, 2020, we received the 2019 Dam Safety Surveillance and Monitoring
`Reports (DSSMRs) for the following referenced projects. The DSSMRs meet the intent of
`FERC’s Engineering Guidelines for Evaluation of Hydropower Projects Chapter 14,
`Appendices J and K related to “Dam Safety Performance and Monitoring Program”.
`
`Saco River System and Presumpscot River System
`2529-ME Bonny Eagle 2531-ME West Buxton
`2194-ME Bar Mills
`2530-ME Hiram
`2527-ME Skelton 2528-ME Cataract
`2519-ME North Gorham
`
`We have the following comments:
`
`1. Saco River DSSMPs: Based on correspondence by email, we understand that the
`next revision to the Saco River DSSMPs will be submitted in December 2022. This
`will be done in coordination with the comments that will come from the next
`Independent Consultant review scheduled for the P-2527-ME, Skelton Project, in
`2021.
`
`2. P-2527-ME, Skelton: Please update the instrumentation location plan in future
`DSSMRs to include the locations of OW-1 through OW-3.
`
`3. P-2528-ME, Cataract: In accordance with your July 12, 2019 letter, the data plots
`were to be included for this year’s DSSMR, even though there weren’t
`measurements because of construction activities. Measurements should resume this
`year and the plots should be included in the 2020 DSSMR.
