`By letter dated September 11, 2023, you submitted design documents for the High Falls,
`Cadyville and Kent Falls Developments of the Saranac River Project and Rainbow Falls
`Project for the following proposed construction:
`
`Installation of access stairs at Saranac River near the High Falls Development.

`• Regrading in front of the powerhouse main door and construction of sidewalk
`slab, and regrading of vehicle parking area and construction of concrete slab at
`the Kents Falls Development.
`• Access road improvements and construction of new concrete slab within vehicle
`access area and debris stockpiling area at the right abutment of the Cadyville
`Dam.
`Installation of access platforms at the fish bypass flume and debris flume at the
`Kent Falls Development.
`Installation of access platforms at the fish bypass flume and debris flume at the
`Rainbow Falls Project.

`Our review of the design drawings find that the proposed work would not affect the safety
`of the project structure, or the adequacy of the project works to perform their intended
`functions.
`
`You are reminded to obtain permits and concurrence for the proposed construction from
`all necessary state and federal resource agencies. Any drawdown of the headpond levels or
`modifications of the operation modes should be coordinated with the agencies to address
`any potential environmental concerns. Please note that if any changes are made that result
`in the modification of project operations, it is also your responsibility to coordinate these
`changes with FERC.
