`RE:
`
`
`Dear Secretary Reese,
`
`Oswego Hydro Partners LP (OHP or Licensee) applied for a new hydropower license for its Phoenix
`Hydroelectric Project, FERC Project No. 4113, with the Federal Energy Regulatory Commission
`(FERC) on February 27, 2024. FERC staff subsequently requested that OHP provide monthly
`updates on the status of the ongoing settlement discussions between the Licensee and the New
`York State Department of Environmental Conservation and the U.S. Fish and Wildlife Service.
`
`OHP continues to discuss potential protection, mitigation and enhancement measures at the
`Project with the resource agencies. The most recent meeting took place on March 13, 2025. This
`meeting was productive and OHP is hopeful that the parties are close to identifying mutually
`agreeable protection, mitigation and enhancement measures to be incorporated into a new FERC
`license. OHP expects to complete the settlement process by the end of the second quarter this
`year.
`
`OHP will continue to file monthly status reports with the Commission on the status of the
`settlement until the settlement process concludes. If you have any questions, please contact me
`at david.fox@eaglecreekre.com or 201-306-5616.
`
`Sincerely,
`
`
`
`David H. Fox
`
`Senior Director, Regulatory Affairs
