`This letter accompaniesthe issuing ofthree (3) copies ofupdated EAP pagesfor the Pine View
`Hydroelectric Project Emergency Action Plan (BAP) from Bountiful City Light & Power (BCL&P), licensee of
`this project.These changesare dated August 20, 2018; they comply with Federal EAP Guidelines revised by the
`Interagency Committee on Dam Safety (ICODS). These were published by the Federal Emergency Management
`Agency (FEMA) andare intended to provide guidance to all dam owners to develop a nationwide standard for
`EAPs. Also included is an updated flowchart (EAP-1) indicating the responsibility of BCL&P dispatcher to notify
`involved agencies in case of an occurrence or disaster. Written scripts used for an “actual disaster” and for a
`“mock disaster” are found on page.EAP-9.
`The design and operation ofthe Pine View Dam Power Plant does not substantially increase the
`possibility oftotal failure ofthe Pine View Dam. The probability of a failure ofthe Pine View Dam is remote.
`The Emergency Action Plan isnot intended to reflect in any way upon the integrity ofthe Echo Dam or Power
`Plant. The Emergency Action Plan (EAP)is prepared for the handling of emergencies or unusual occurrences at
`the Echo Darn Power Plant. In caseof an emergency or unusual occurrence ofthe dam itself, refer to the Echo
`' Dam Preparedness Plan developed by the U.S. Bureau ofReclamation.

`To be consistent with the Federal EAP Guidelines and in consultation with Federal, State and local safety
`and law enforcement agencies, BCL&P is issuing updated pages for the Emergency Action Plans (EAP’s) dated
`- August 2018 to all plan holders. Each page that has had a change has a revision date on the bottom left corner of
`the page. (Pine View EAP - 08-2018 - Refer to EAP- 15)

`The Pine View Hydroelectric Project Emergency Action Plan (EAP) was
`developed following the FERC’s “Guidelines for Preparation of Emergency
`Action Plans” established in 1979 and revised on April 5, 1985, February 22,
`1988, October 2007, and again in
