`The Newbury Hydroelectric Project (Project), located on the Wells River in Orange County,
`Vermont was issued a new license by the Federal Energy Regulatory Commission (FERC)
`on September 8, 1983. The Project (FERC No. 5261) is located in the Town of Newbury,
`Vermont. The Project is owned and operated by Green Mountain Power Corporation
`(GMP).
`
`This revised plan is focused on the safety of the general public and does not address worker
`safety issues related to project operation.

`Project Description
`
`The Project consists of the following facilities: (1) a 76’ long concrete gravity dam founded
`on bedrock, with a maximum height of approximately 20’, and a 5’ diameter inflatable
`spillway; (2) an 11.4 acre reservoir with a normal surface elevation of 563.87 feet USGS
`datum; (3) one intake with an external trashrack and a head gate in the right abutment; (4)
`one 400’ long, 5’ diameter steel penstock not externally observable; (5) one powerhouse
`containing a single turbine; (6) one minimum flow bypass with a single turbine; (7) one
`substation; and (8) appurtenant facilities. The locations of the primary project components
`are shown in Attachment 1, Sheet S1.
`
`The primary public use of Project facilities is recreational and generally limited to fishing.
`
`Existing recreational facilities include:
`• Warning signs
`• Project information signs
`
`
`Access to the site is via US Route 302 (Mill Street). There is no public parking area at this
`facility.
`

` boat barrier is located upstream of the dam. Warning signs for the dam are posted on
`both sides of the river upstream of the boat barrier. There is no delineated canoe portage
`path due to difficult downstream river access.
`
`Access to the intake is limited by a chain link fence and a locked gate. Various warning
`signs are posted in this area.
`
`The Newbury powerhouse is located on the right side of the river in an old factory building
`approximately 400 feet below the dam. Public access to the station is limited by a locked
`door. A sign warning of rapidly rising water is posted at the tailrace. Access to the turbine
`on the minimum flow bypass is limited by a chain gate and warning signs. The control
`building for this unit has a locked door and various warning signs.

`Public Safety Measures
`
`The facility substation consists of pole mounted transformers near the powerhouse. Various
`warning signs are posted.

`GMP will operate and maintain the safety measures described in this plan to ensure the
`safety of the public utilizing recreational and other areas of the Project. Safety measures
`include fences with locking gates; warning and informational signs; and a boat barrier.
`Safety measures at existing project features are detailed in the following table. Site aerial
`photographs showing the locations of safety features and signage are shown in Attachment
`1 on Sheets S1 and S2.
