`Subject: Campground Water System Renovations at the Potter Valley Hydroelectric
`Project (FERC No. 77)
`Dear Ms. Bose:
`My staff has been in communication with Pacific Gas & Electric (PG&E) Company
`representatives regarding potential changes being considered that would affect the potable water
`delivery system to recreational facilities at Lake Pillsbury. Lake Pillsbury is part of the Potter
`Valley Hydroelectric Project (FERC No. 77), partially located on Mendocino National Forest
`system lands. Pacific Gas and Electric is the licensee for this Project.
`Currently a single potable water delivery system serves five campgrounds within the Lake
`Pillsbury Recreation Area. PG&E manages and operates these campgrounds under their FERC
`license and through a Forest Service Special Use Permit for the facilities located on National
`Forest System (NFS) lands. Part of PG&E’s management responsibility includes operation and
`maintenance of the potable water system for public use at all of these recreation facilities.
`Due to ongoing high costs associated with maintenance of a water line that runs under the lake
`from the two northernmost campgrounds to the remaining three campgrounds, PG&E is
`considering making changes to the water system. These changes would effectively eliminate the
`water line under the lake resulting in the elimination of water service to the two northernmost
`campgrounds.
`My staff and PG&E have discussed options for installation of a new water system in order to
`ensure continued water delivery to the two northernmost campgrounds which are located on
`NFS lands. Both PG&E and the Forest agree that continuing to provide potable water to all of
`the campgrounds is critical. However we are unclear about Forest Service and PG&E financial
`obligations associated with replacement of the water delivery system on these recreation
`facilities. Exhibit R of the FERC license is unclear about these specific responsibilities.
`Specifically we are discussing the Forest Service’s obligation to pay for a new potable water
`system that would now only serve the Project’s two northern campgrounds on NFS lands. We

`believe that PG&E should be responsible for these costs since they are responsible for providing
`potable water. I would appreciate clarification from your office on this matter.
`Also for your information, the “Annual Operating Plan” for PG&E’s Special Use Authorization
`from the Mendocino National Forest for operation of the recreation facilities at Lake Pillsbury
`states, “PG&E will operate, sample and maintain the water systems according to the plans.…” It
`also states, “Any time period for which full fees cannot be collected and the campground needs
`to be closed due to water system failure are financial risks assumed by the permittee. The
`permittee will have the option of providing a portable, potable water source at the permittee’s
`expense, providing it is approved by…..”
