`Mr. James Crew’s March 29, 2021, letter submitted Revision 3 of the ODSP for
`Southern Company’s Owner’s Dam Safety Program (ODSP) for the FERC Licensed
`Projects listed in Enclosure 1. We appreciate your continued effort in maintaining this
`document. We have completed our review of your revised ODSP and have the following
`comments:
`
`1. We require licensees and exemptees to file ODSPs as “Public” documents. Southern
`Company eFiled Rev. 3 of the ODSP as a “CEII” document. Refile Revision 3 and
`eFile all future ODSP revisions as “Public” documents. You may submit sensitive
`information, such as the CDSE’s resume, in a “CEII” appendix.
`
`2. Section 4.2.1 says the EAP Coordinator is responsible for updating the EAP, but
`Section 5.7.3 says the CDSE is responsible for the updates. Resolve this
`discrepancy.
`
`3. Section 11.4 in your ODSP states the CDSE will issue a report to FERC within 90
`days of completion of an external audit. We recommend the CDSEs provide a
`summary of external ODSP audits to their senior management. This additional step
`ensures senior management is aware of the findings of the audit and can take action
`to resolve any shortcomings identified in the report. If you follow this
`recommendation, we ask that the CDSE submit a copy of the summary and the

`external audit report to FERC. In addition, update Section 11.4 to include these
`procedures.

`4. The Southern Company Hydro-Generation Dam Safety Philosophy letter is an
`important document that confirms Senior Management understands the importance
`of dam safety. Please submit a signed and dated copy of this letter to FERC annually.
`
`Your ODSP is an important factor in maintaining the safety of your dam(s) and
`preventing a dam failure. For further information on improving your program, please visit:
`
`https://www.ferc.gov/industries-data/hydropower/dam-safety-and-inspections/owners-
`dam-safety-program-odsp.
`
`We appreciate your continued effort in maintaining this document. The ODSP is a
`living document that will require revision from time to time. As you make revisions, please
`re-submit the completely revised ODSP to the Commission.
