`Subject: 12.10a Incident Report – Piezometer 1 Damage
`
`Dear Mr. Green:
`Your September 27, 2024, letter reported a 12.10a dam safety incident for damage
`to Piezometer 1 at the Mitchell Project No. 82. The damage to the piezometer occurred on
`September 5, 2024, while contractors were driving across the crest of the dam. Your dam
`safety staff provided an initial notification of the incident on September 5, 2024, via phone
`call and email.
`
`We have completed our review and found your report and initial notification satisfy
`the Commission’s 18 CFR § 12.10 reporting requirements. Alabama Power’s response
`during the incident, corrective measures, and your plan and schedule to address the issue
`are generally appropriate. The need for replacement of the instrument will be determined
`once the Coosa SSPMP and updated stability analysis for the Mitchell spillway section are
`completed.
`
`We appreciate your continued efforts in ensuring the safety of your project. If you
`have any questions, contact Chris Owen by e-mail at christopher.owen@ferc.gov or phone
`at (678) 245-3074.
`
`Sincerely,
`
`
`
`William J. Brown, P.E.
`Regional Engineer
