`Basis for Intervening:
`Pursuant to Rule 214(a)(2) of the Commission's Rules of Practice and Procedure, 
`18 C.F.R. Ã(cid:130) § 385.214(a)(2), the Public Service Commission of West 
`Virginia(PSCWV) hereby provides notice of intervention in Docket No. RM22­7­000.
`The WVPSC is the state regulatory agency empowered to regulate utilities 
`operating within the State of West Virginia. The retail rates and services of 
`the utilities regulated by the PSCWV may be affected by the decision in this 
`proceeding. As such, the PSCWV has substantial, direct interests that may be 
`affected by the outcome of this proceeding. Pursuant to FERC Rule 214(a)(2), 18 
`C.F.R. Ã(cid:130) § 385.214(a)(2), the PSCWV is entitled to intervene as a matter of 
`right pursuant to timely filing of notice.
