`import relief under the provisions of Section 201 of the Trade Act of 1974 The case was filed '
`on June 30, 1999, and is now the subject of your hearing scheduled for Sq'tember 30, 1999 as
`part of ITC Investigation No, TA-201-70. X am filing this letter of interest in behalf of Geneva
`line pipe case.

`Geneva lost over half of its line pipe market, a critical component of Genelra business, because of
`import surges, especially from Japan and Korea, and the QCU disapppaance of the company's
`Asian market. Import surges dating back to 2996 have caused a steady degradation of the i
`company's markets, production and prices. This phenomekon has caused financial losses and
`layoffs throughout the industry.
`The indu3try's Sec. 201 application conforms entirtlywith US domestic laws which are
`designed to assist companies suffering from adverse trade :anditions to adapt to pew import
`competition. This has been a US practice since 1934. It ha also becobme a s@ndud provision
`of US bilateral trade agreements to allow for safeguards apaiast import surges. Accordingly, the
`industry's request for a four-year relief quota, in my judp-ent, con.k~rms entirely with US iaw
`and Custom, and is well justified by the evidence of injury presented by the industry.
