`On September 2, 2016, I issued Order No. 29, granting a motion for an order to show
`
`cause filed by Complainant United States Steel Corporation (“US Steel”) (Motion Docket
`
`No. 1002-027). In that order, Respondents Shandong Iron and Steel Group Co. Ltd., Shandong
`
`Iron and Steel Co., Ltd., Jigang Hong Kong Holdings Co., Ltd., and Jinan Steel International
`
`Trade Co., Ltd. (“Shandong”) and Hunan Valin Steel Co. Ltd. and Hunan Valin Xiangtan Iron
`
`and Steel Co. Ltd. (“Hunan Valin”) were ordered to show cause by September 15, 2016, why
`
`they should not be held in default for failing to respond to the Complaint and Notice of
`
`Investigation.
`
`Commission Rule 2l0.l6(a)(l) states that “[a] party shall be found in default if it fails to
`
`respond to the complaint and notice of investigation in the manner prescribed in § 210.13 or §
`
`210.59(c), or otherwise fails to answer the complaint and notice, and fails to show cause why it
`
`should not be found in default.” 19 C.F.R. § 210.l6(a)( 1). When a respondent fails to respond
`
`or appear, “a party may file a motion for .

`they should not be held in default for failing to respond to the Complaint and Notice of
`
`Investigation.

`19 C.F.R. § 210.16(b)(1). A party found in default is deemed to have waived its right to appear,
`
`to be served with documents, and to contest the allegations at issue in the investigation. See 19
`
`C.F.R. § 210.16(b)(4).
`
`After filing motions for extensions of time that were granted at the outset of this
`
`investigation, see Order No. 11 (June 20, 2016), Order No. 16 (June 27, 2016), neither Shandong
`
`nor Hunan Valin filed an answer to the Complaint and Notice of Investigation. They have not
`
`subsequently participated in this investigation and did not participate in the teleconference that
`
`was held on September 13, 2016. After being ordered to do so, Shandong and Hunan Valin have
`
`_ failed to show cause why they should not be found in default.
`
`Accordingly, it is my Initial Determination that Respondents Shandong_Iron and Steel
`
`Group Co. Ltd., Shandong Iron and Steel Co., Ltd., Jigang Hong Kong Holdings Co., Ltd., Jinan
`
`Steel International Trade Co., Ltd., Hunan Valin Steel Co. Ltd. and Hunan Valin Xiangtan Iron
`
`and Steel Co. Ltd. are in default. These respondents have therefore waived their right to appear,
`
`be served with documents, and to contest the allegations at issue in this Investigation.
`
`This Initial Determination, along with supporting documentation, is hereby certified to
`
`the Commission. Pursuant to Commission Rule 210.42(h), this Initial Determination shall
`
`become the determination of the Commission unless a party files a petition for review of the
`
`Initial Determination pursuant to Commission Rule 210.43(a),t or the Commission, pursuant to
`
`Commission Rule 210.44, orders, on its own motion, a review of the Initial Determination or
`
`certain issues contained herein. 19 C.F.R. § 2l0.42(d).
