`Dear Dr. Arunachalam:
`
`Under Commission Rule 2 l 0.10(a)(l ),"19 C.F.R. § 210.1 0(a)(l), the Commission may
`extend the 30-day deadline for voting on institution of an investigation when “[e]xceptional
`circumstances preclude adherence to a 30-day deadline.” Rule 2l0.l0(a)(2)
`further provides that
`“[i]f exceptional circumstances preclude Commission adherence for the 30-day deadline for
`determining whether to institute an investigation on the basis of the complaint, the determination
`will be made as soon after that deadline as possible.”
`
`Due to the number of allegations set forth in the Amended Complaint and the number of
`proposed respondents, the Commission will need additional time to review all of the submissions.
`Thus, the Commission has determined to postpone its vote on institution, and has determined that the
`new deadline is set for January 12, 2018.
