`On the basis of the record developed
`in the subject five-year reviews, the
`United States International Trade
`Commission (‘‘Comunission’’)
`determines, pursuantto the Tariff Act of
`1930 (‘the Act”), that revocation of the
`countervailing duty order on carbazole
`violet pigment 23 from India and the
`antidumping duty orders on carbazole
`violet pigment 23 from China and India
`would belikely to lead to continuation
`or recurrence of material injury to an
`industry in the United States within a
`reasonably foreseeable time.
`Background
`The Commission instituted these
`reviews on October1, 2020 (85 FR
`61977), and determined on January 4,
`2021, that it would conduct expedited
`reviews(86 FR 24414, May 6, 2021).
`The Commission made these
`determinations pursuantto section
`751(c) of the Act (19 U.S.C. 1675(c)). It
`completed andfiled its determinations
`in these reviewson June 1, 2021. The
`views of the Commission are contained
`in USITC Publication 5201 (June 2021),
`entitled Carbazole Violet Pigment 23
`from China andIndia: Investigation

`SUPPLEMENTARYINFORMATION: The
`Commission has received a complaint
`and a submission pursuantto § 210.8(b)
`of the Commission’s Rules of Practice
`and Procedure filed on behalf of Proven
`Networks, LLC on June 1, 2021. The
`complaint alleges violations of section
`337 of the Tariff Act of 1930 (19 U.S.C.
`1337) in the importation into the United
`States, the sale for importation, and the
`sale within the United States after
`importation of certain networking
`devices, computers, and components
`thereof. The complainant namesas
`respondents: Arista Networks, Inc. of
`Santa Clara, CA; Aruba Networks, Inc.
`of Palo Alto, CA; Cisco Systems,Inc.of
`San Jose, CA; Dell Technologies Inc. of
`Round Rock, TX; F5 Networks, Inc. of
`Seattle, WA; Juniper Networks,Inc. of
`Sunnyvale, CA; and Palo Alto Networks,
`Inc. of Santa Clara, CA. The
`complainant requests that the
`Commission issue a limited exclusion
`order, cease and desist orders, and
`impose a bond upon respondentalleged
`infringing articles during the 60-day
`Presidential review period pursuant to
`19 U.S.C. 1337(j).
`Proposed respondents, other
`interested parties, and membersof the
`public are invited to file comments on
`any public interest issues raised by the
`complaint or § 210.8(b) filing.
`Comments should address whether
`issuanceoftherelief specifically
`requested by the complainantin this
`
`investigation would affect the public
`health and welfare in the United States,
`competitive conditions in the United
`States economy, the production oflike
`or directly competitive articles in the
`United States, or United States
`consumers.
`
`In particular, the Commission is
`interested in commentsthat:
`
`(i) Explain how thearticles
`potentially subject to the requested
`remedial orders are used in the United
`States;
`(ii) identify any public health,safety,
`or welfare concernsin the United States
`relating to the requested remedial
`orders;
`(iii) identify like or directly
`competitive articles that complainant,
`its licensees, or third parties make in the
`United States which could replace the
`subject articles if they were to be
`excluded;
`(iv) indicate whether complainant,
`complainant’s licensees, and/or third
`party suppliers have the capacity to
`replace the volumeofarticles
`potentially subject to the requested
`exclusion order and/or a cease and
`desist order within a commercially
`reasonable time; and
`(v) explain how the requested
`remedial orders would impact United
`States consumers.

`interest mustbefiled no later than by
`close of business, eight calendar days
`after the date of publication ofthis
`notice in the Federal Register. There
`will be further opportunities for
`comment on the public interest after the
`issuance of anyfinal initial
`determinationin this investigation. Any

`replies to any written submissions no
`later than three calendar daysafter the

`SUPPLEMENTARYINFORMATION: The
`National Longitudinal Survey of Youth
`1997 (NLSY97)is a nationally
`representative sample of persons who
`were born in the years 1980 to 1984.
`These respondents were ages 12—17
`whenthefirst round of annual
`interviews began in 1997. The primary
`objective of the survey is to study the
`transition from schooling to the
`establishment of careers and families.
`Starting with roundsixteen, the
`NLSY97 is conducted on a biennial
`basis. Round twenty interviews will
`occur from September 2021 to June
`2022. For additional substantive
`information about this ICR, see the
`related notice published in the Federal
`Register on January 28, 2021 (86 FR
`7421).
`This information collection is subject
`to the PRA. A Federal agency generally
`cannot conductor sponsora collection
`of information, and the public is
`generally not required to respondto an
