`ORDER DENYING REQUEST FOR ENTRY INTO EARLY DISPOSITION PROGRAM
`

`On September 18, 2023, Proposed Respondents Lenovo (United States) Inc. and
`
`Motorola Mobility LLC (collectively, “Lenovo”) submitted a letter requesting, inter alia, that the
`
`Commission use the Early Disposition Program to address an allegation of lack of standing
`
`and/or inability to satisfy the technical prong of the domestic industry analysis.
`
`The Commission has determined not to use the Early Disposition Program pursuant to
`
`19 C.F.R. § 210.10(b)(3) for these investigations. It does not appear from the request that
`
`resolution of the standing issue would be dispositive with respect to all (rather than just some) of
`
`the asserted patents, and other issues raised may also be too complex to be decided within 100
`
`days of institution.
`
`Accordingly, the Commission hereby DENIES the Request.
`
`The Secretary shall serve copies of this Order upon each party of record in these
`
`investigations.
`
