`SUMMARY:Notice is hereby given that a
`complaint wasfiled with the U.S.
`International Trade Commission on
`September1, 2023, under section 337 of
`the Tariff Act of 1930, as amended, on
`behalf of InterDigital, Inc., InterDigital
`VC Holdings and InterDigital Patent
`Holdings, Inc., of Wilmington,
`Delaware; and InterDigital Madison
`Patent Holdings SASof France. The
`complaint, as supplemented,alleges
`violations of section 337 based upon the
`importation into the United States, the
`sale for importation, and the sale within
`the United States after importation of
`certain electronic devices, including
`smartphones, computers,tablet
`computers, and components thereof by
`reason of the infringementofcertain
`claims of U.S. Patent No. 10,250,877
`(‘the ’877 patent’’); U.S. Patent No.
`8,674,859 (‘the ’859 patent’); U.S.
`Patent No. 9,674,556 (‘the 7556 patent’);
`U.S. Patent No. 9,173,054 (“the ’054
`patent’’); and U.S. Patent No. 8,737,933
`(‘the ’933 patent’’). The complaint
`further alleges that an industry in the
`United States exists, or is in the process
`of being established, as required by the
`applicable Federal Statute. The
`complainant requests that the
`Commission institute an investigation
`and,after the investigation, issue a
`limited exclusion order and cease and
`desist orders.

`institution of this investigation is
`contained in section 337 of the Tariff
`Act of 1930, as amended, 19 U.S.C.
`1337, and in section 210.10 of the
`Commission’s Rules of Practice and
`Procedure, 19 CFR 210.10 (2023).
`
`Scopeof Investigation: Having
`considered the complaint, the U.S.
`International Trade Commission, on
`October 4, 2023, ordered that—
`(1) Pursuant to subsection (b) of
`section 337 of the Tariff Act of 1930, as
`amended,an investigation be instituted
`to determine whetherthereis a
`violation of subsection (a)(1)(B) of
`section 337 in the importation into the
`United States, the sale for importation,
`or the sale within the United States after
`importation of certain products
`identified in paragraph (2) by reason of
`infringementof one or more ofclaims1,
`4, 7, and 8 of the ’877 patent; claims 10
`and 15 of the ’859 patent; claims 1, 3-
`5, 7 and 8 of the ’566 patent; claims 1
`and 23 of the ’933 patent; and claims 1
`and 23 of the ’054 patent, and whether
`an industry in the United States exists
`or is in the process of being established
`as required by subsection (a)(2) of
`section 337;
`(2) Pursuant to section 210.10(b)(1) of
`the Commission’s Rulesof Practice and
`Procedure, 19 CFR 210.10(b)(1), the
`plain language description of the
`accused products or category of accused
`products, which defines the scope of the
`investigation,is ‘smartphones,
`computers, tablet computers, and
`components thereof”;

`SUPPLEMENTARYINFORMATION: The labor
`force data gathered through the Current
`Population Survey (CPS) are provided to
`users in the greatest detail possible,
`consistent with the demographic
`information obtained in the survey.In
`brief, the labor force data can be broken
`down bysex,age, race, ethnicity,
`marital status, family composition,
`educational level, certification and
`licensing status, disability status, and
`various other characteristics. Through
`such breakdowns, one can focus on the
`employmentsituation of specific
`population groups as well as on the
`general trends in employment and
`unemployment. Moreover, the survey
`yields data on the characteristics of
`people who havestoppedlooking for
`work becausethey believe no jobs are
`available, also referred to as discouraged
`workers. Information of this type can be
`obtained only through demographically-
`oriented surveys such as the CPS. For

`This information collection is subject
`to the PRA. A Federal agency generally
