`Dear Mr. Davis:

`Under Commission Rule 210.10(a)(1), 19 C.F.R. § 210.10(a)(1), the Commission
`may extend the 30-day deadline for voting on institution of an investigation if exceptional
`circumstances preclude adherence to a 30-day deadline. Rule 210.10(a)(2) authorizes the
`Commission to reschedule the determination on institution for “as soon after that deadline
`as possible.”
`
`Due to exceptional circumstances, the Commission will require additional time to
`review this matter. The Commission has therefore determined to postpone the deadline
`for the vote on institution of the above-referenced investigation until December 14, 2023.
