`SUPPLEMENTARYINFORMATION: The
`Commission has received a complaint
`and a submission pursuantto § 210.8(b)
`of the Commission’s Rules of Practice
`
`and Procedurefiled on behalf of NJOY,
`LLC on August 22, 2023. The complaint
`alleges violations of section 337 of the
`Tariff Act of 1930 (19 U.S.C. 1337) in
`the importation into the United States,
`the sale for importation, and the sale
`within the United States after
`importation of certain vaporizer devices,
`cartridges used therewith, and
`components thereof. The complaint
`namesas a respondent: JUUL Labs,Inc.
`of Washington, DC. The complainant
`requests that the Commission issue a
`limited exclusion order, a cease and
`desist order, and impose a bond upon
`respondents’ alleged infringing articles
`during the 60-day Presidential review
`period pursuantto 19 U.S.C. 1337{j).
`Proposed respondents, other interested
`parties, and membersof the public are
`invited to file comments on any public
`interest issues raised by the complaint
`or § 210.8(b)filing. Comments should
`address whetherissuanceofthe relief
`specifically requested by the
`complainantin this investigation would
`affect the public health and welfare in
`the United States, competitive
`conditions in the United States
`economy,the production of like or
`directly competitive articles in the
`United States, or United States
`consumers.
`In particular, the Commissionis
`interested in commentsthat:
`(i) explain how thearticles potentially
`subject to the requested remedial orders
`are used in the United States;
`(ii) identify any public health,safety,
`or welfare concernsin the United States
`relating to the requested remedial
`orders;
`(iii) identify like or directly
`competitive articles that complainant,
`its licensees, or third parties make in the
`United States which could replace the
`subjectarticles if they were to be
`excluded;
`(iv) indicate whether complainant,
`complainant’s licensees, and/or third
`party suppliers have the capacity to
`replace the volumeofarticles
`potentially subject to the requested
`exclusion order and/or a cease and
`desist order within a commercially
`reasonable time; and
`(v) explain how the requested
`remedial orders would impact United
`States consumers.

`close of business, eight calendar days
`after the date of publication of this
`notice in the Federal Register. There
`will be further opportunities for
`comment on the public interest after the
`issuanceof anyfinalinitial

`On the basis of the record 1 developed
`in the subject five-year reviews, the
`United States International Trade
`Commission (‘“‘Commission’’)
`determines, pursuantto the Tariff Act of
`1930 (‘‘the Act’), that revocation of the
`antidumping duty and countervailing
`duty orders on cut-to-length carbon-
`quality steel plate (“CTL plate’’) from
`India, Indonesia, and South Korea
`would be likely to lead to continuation
`or recurrence of material injury to an
`industry in the United States within a
`reasonably foreseeable time.
`Background
`The Commission instituted these
`reviews on February 1, 2023 (88 FR
`6781) and determined on May8, 2023
`that it would conduct expedited reviews
`(88 FR 37098, June 6, 2023).
`The Commission made these
`determinations pursuantto section
`751(c) of the Act (19 U.S.C. 1675(c)). It
`completed andfiled its determinations
`in these reviews on August23, 2023.

`I. Background
`The Department of Labor,as part ofits
`continuing effort to reduce paperwork
`and respondent(i.e., employer) burden,
`conducts a preclearance consultation
`program to provide the public with an
`opportunity to comment on proposed
`and continuing information collection
`requirements in accordance with the
`Paperwork Reduction Act of 1995 (PRA)
`(44 U.S.C. 3506(c)(2)(A)). This program
`ensures that information is in the
`desired format, reporting burden (time
`andcosts) is minimal, collection
`instrumentsare clearly understood, and
`OSHA’s estimate of the information
`collection burdenis accurate. The
`Occupational Safety and Health Act of
`1970 (OSH Act) (29 U.S.C. 651 et seq.)
`authorizes information collection by
`employers as necessary or appropriate
`for enforcement of the OSH Actor for
`developing information regarding the
`causes and prevention of occupational
`injuries, illnesses, and accidents (29
`U.S.C. 657). The OSH Actalso requires
`that OSHAobtain such information
`with minimum burden upon employers,
`especially those operating small
`businesses, and to reduceto the
`maximum extent feasible unnecessary
`duplication of effort in obtaining
`information (29 U.S.C. 657).

`uses the information collected under
