`I. WORKFLOW
`
`Streamlined and efficient workflow is critical to the success of each Profit Center. Ideally
`each Profit Center should operate with a well established workflow. Ultimately how it is set
`up is at the discretion of the Vice President of Operations or the Custom Property Profit
`Center Manager, however, generally things flow according to the outline below:
`
`New Business:

`• Submission comes in the door and is sent to the submission clearance mailbox by
`the Underwriter. The account is cleared within Sentrac and a file is created in
`ImageRight. The account will get sent to the Reports Desk (Specialty Package) where
`an A+ report is added to the file and then tasked to the Underwriter. An A+ report is
`added to the Custom Property file when the Submission comes in or prior to binding
`to verify there is no OFAC conflict.
`If the Underwriter declines the account, the broker should be notified, file
`documented as such, and file sent to clerical to decline in Sentrac.
`If the Underwriter decides to work on the account, the Underwriter may send the
`account to the Underwriting Assistant (Custom Property) to pull reports as needed
`or on their own.
`If the Underwriter quotes the account, the Underwriter works up quote and sends it
`to the broker in PDF format with Terrorism Disclosure Notice.
`If the Underwriter does not win account, the Underwriter tasks account to clerical to
`be closed out of Sentrac with the quoted premium and reason we did not write.
`If the Underwriter writes account, the Underwriter makes sure that the file is
`completely documented, all correspondence is added to file, and the Binding
`Request is added to the file. For Custom Property, the Underwriter verifies that the
`existing Quote template is accurate to be converted into the Binder (Custom
`Property).
`• The Underwriter tasks the bound account to the Underwriting Assistant or other
`Operations Employee, who should issue a policy number from the binder log, create
`a binder and send to broker.
`• The Underwriter or Underwriting Assistant either orders or tasks to clerical to order
`(with a diary item set up for follow up) the inspection(s). Ideally every location
`should be inspected on all risks.
`• The Underwriter or Underwriting Assistant follows up on all subjectivities. The
`Underwriting Assistant should notify the Underwriter when subjectivities are
`

`received, and the Underwriter should verify all items are acceptable (i.e. signed
`application matches up with risk bound etc.). If the subjectivities are not received,
`the Underwriting Assistant must notify the Underwriter for a decision on further
`action if needed.
`• The Underwriting Assistant or Operations department will generate a premium
`spreader and code the policy into WINS accurately for Custom Property.
`• The Underwriting Assistant or Operations department will issue policy within 30
`days.
`• The Underwriting Assistant will send the policy to the Underwriter for sign-off
`(Custom Property) or be verified by the QV Staff (Specialty Package), and the final
`complete policy will be imported into IR after being sent to the broker.
`
`Note: Specialty Package will implement the placement of full and complete policies into the
`ImageRight files during Calendar Year 2016.
`
`
`
`Renewals:
`
`• For Custom Property, the Expiration list is shared by the Profit Center Manger with
`Underwriters and Underwriters will handle the renewals according to their broker
`assignments unless otherwise designated. For Specialty Package, renewals are
`assigned in ImageRight to the assigned renewal Underwriter in their ImageRight
`renewal workflow by the Operations department.
`• Renewals are reviewed 90-120 days ahead of expiration, to determine type of
`Notice to be sent if warranted. This is also when accounts requiring referrals should
`be reviewed and discussed with the Profit Center Manager for next action steps.
`Other specific processes may be in place for each division.
`• Depending on Statutory requirements, Notice of Conditional Renewal and Notice of
`Non-Renewal will be appropriately issued within the ODEN application according to
`the Underwriter’s instructions.
`• Quote is issued by the Underwriter 30-45 days ahead of expiration. For Specialty
`Package, the renewal policies are auto-issued unless they are Non-Admitted, Larger
`Premiums, or there is Facultative Reinsurance.
`If the Underwriter non-renews an account, it must be tasked to the Underwriting
`Assistant or Operations Department to be non-renewed in WINS & Sentrac.
`• All other procedures are the same as New Business.
`

`II. IT SYSTEMS
`
`
`Citrix: Seneca operates in a Citrix based environment which is basically a Virtual
`Desktop with access to UW tools provided by the Company. It can be accessed remotely
`by Desktop, Laptop, Tablet or Smart Phone (via Citrix App).
`
`Sentrac: Sentrac is the Submission clearance system. This system can identify whether
`or not the company has seen an account in the past, written it, declined it, quoted it,
`etc. This is our disposition system. The individual who clears submissions will print a
`complete history of the account into the file. Once an account has been cleared and
`worked on, it is critical that Sentrac be updated with the outcome of the account. From
`Sentrac, reports can be run on Hit Rates (by product, by producer, by Underwriter); New
`Submission totals; Producer Comparisons by year; and identification of Open, Quoted,
`Bound, or Declined accounts. This is for NEW business only and does not provide
`accurate premium data. Submissions are cleared based on how the account is entered
`within the system, so it is critical to make sure that the accounts are being entered
`accurately; a simple typo could create a situation where a blocked submission appears
`to be clear.
`
`WINS: WINS is our Premium Booking and Accounting System. It is a Policy and
`Reinsurance Information Database used by the Actuarial Department, for Company
`Reports (see Management Reports section), for reports for Insurance Regulatory
`Groups, and also contains the Claims Information Database. It is widely used by
`Underwriters to conduct “block checks” in urban areas, especially NYC, to determine
`whether the company may have any Conflagration issues with exposures.
`
`ImageRight: ImageRight is our electronic Filing system, basically a supersized filing
`cabinet. We are a “paperless” company, and all underwriting, claims, and producer files
`are maintained in this system. The files can be kept indefinitely and never need to be
`“purged” .The files contain Underwriting Information, Policy Documents,
`Correspondence, and all pertinent information pertaining to each account. If
`submissions have been received for the same insured from multiple offices, or if
`accounts are taken over via Broker of Record, the files can be “related” so that the
`Underwriter is able to view information from the prior files. Pages can be marked and
`annotated for ease of moving through the file. It is strongly recommended that each
`document be clearly labeled so that it is easy for others to view the file. It is also used

`ODEN Policy Terminator: Web-based system used to create Cancellation, Conditional,
`and Non-Renewal Notices. There is a built in up-to-date Legal Requirements based on
`writing company, State Rules & Regulations.
`
`Senspec: Inspection tracking tool (see Inspections section).
`
`Duck Creek: Policy issuance system for Seneca Custom Property, that also issues
`Quotes and Binders for our producers.
`
`QuickSolver: Rating and Policy issuance system for Specialty Package and Admitted
`business in non-deregulated states (such as NYFTZ, NJ with premiums over $10,000).

`IV. SUBMISSION REQUIREMENTS

`Every submission that Seneca receives from a producer should contain the following
`information at a minimum:

`V. UNDERWRITING LINE GUIDE
`
`Note that this section of the manual is broken up into two sections. The first deals with
`Property, the second GL/Liquor/Umbrella. Generally speaking, we write GL in support of
`the property portion of a package policy. There are exceptions wherein we will consider
`mono-line GL. You should refer to each section when determining risk acceptability; in
`particular the prohibited classes. Note that if one class of business is unacceptable for one
`coverage, that it does not necessarily preclude the underwriter from writing the other.
`
`Seneca utilizes a line guide based on Hazard Grades of Risks we insure. Our Net and Treaty
`capacity for property is determined in a matrix format based on the Hazard Grade (A-F, A
`being least hazardous, F most hazardous), Construction, and Protection class of the risk.
`The line guide & corresponding Nomination chart is the foundation of how we set our lines
`for each insured. We underwrite based on the amount subject (refer to definition of Risk).
`
`The Per Risk and Catastrophe Treaties date 5/1. Should any changes in capacity or other
`terms and conditions occur, the Line Guide will be updated accordingly.
`
`RULES OF APPLICATION
`
`
`1. “Net and Treaty Line” defined: All amounts in the Schedule referred to as “Maximum
`Net and Treaty Line Nominations” are based upon “Net and Treaty Lines”. A “Net and
`Treaty Line” referred to in the Schedule is the maximum line that Seneca may hold
`considering both its net retention and the reinsurance available under the treaty.
`
`2. Maximum Net and Treaty Lines: The maximum Net and Treaty Line available on any
`account including all coverages provided is $20,000,000 regardless of any adjustments
`for sprinklers (or otherwise) permitted hereunder.
`
`3. Application of Line Nominations Schedule to business written:
`
`
`a. Hazard Grades: Hazard Grades are assigned based upon ISO 4-digit property
`codes. These codes are available from ISO for each risk that is specifically rated
`by ISO. If the account is not specifically rated, then it is the underwriter’s
`responsibility to determine the appropriate class code based upon their best
`judgment. In the event the underwriter needs additional assistance determining
`the risk grade, the underwriter should consult with their Profit Center manager.
`
`
`b. Quality of Risks: All hazard grades in the Line Sheet Nominations are to be
`applied to accounts believed to be average or above average for the occupancy
`class. Underwriters must reduce these lines where the underwriter believes the
`

`account may be below average or does not have enough information to make a
`qualified decision as to account quality. All renewals are to be reviewed using
`the benefit of Seneca’s experience and loss control information to determine if
`the line should be amended on renewal.
`
`However, if the underwriter considers the risk to be superior in class, the
`underwriter may increase the line up to 25%. The criteria for superior risk
`selection must be documented and based on the characteristics of management,
`location, building features, etc., that mitigate loss or damage.
`
`c. Multiple ISO property class codes: Where multiple ISO class codes are involved
`in a single risk, the underwriter should use their best judgment. Normally, the
`largest occupancy by area or insured values, as appropriate, would predominate
`in determining the appropriate class code. However, where there is another
`occupancy that is more hazardous than the principal occupancy, then the
`underwriter should determine if the more dangerous occupancy increases the
`exposure to the entire building.
`
`
`Example: An Office Building (Hazard Grade A) contains a restaurant
`(hazard grade “D”) of 5,000 square feet. Obviously, the exposure to fire
`is greater than where there is no restaurant. A reasonable decision tree
`for this exposure would be as follows:
`
`
`1. Could the restaurant occupancy imperil the entire risk? If so, the
`hazard grade for restaurant must be used. This would typically be
`the case where the more hazardous occupancy is a larger
`percentage of the total risk. However, even a small occupancy
`could overwhelm the property in certain circumstances such as
`frame construction.
`
`2. If the more hazardous occupancy somewhat increases the risk to
`the property, the underwriter will reduce the line for the class
`despite the fact that the property occupancy is an “A”.
`
`

`i. Contents: Underwriters must focus on the contents and BI elements of
`any risk in considering the application of hazard grades. Such contents
`may be highly susceptible to damage (more so than the building by itself)
`and may also dramatically increase the PML for the building. Under these
`circumstances it would be appropriate to lessen the Net & Treaty Line
`setting.
`
`ii. Accounts with Personal Property Predominating: Where accounts are
`solely personal property and BI or where BI and personal property values
`are greater than building values, then the underwriter must select a
`personal property ISO code for the risk. Classify the risk by the
`susceptibility to a personal property loss (considering all possible perils),
`as follows:
`1. Low Susceptibility
`2. Medium Susceptibility
`3. High Susceptibility
`
`iii. Accounts with Building Predominating: For policies covering building
`only, including or excluding rents, consideration can be given to increase
`the line up to 15%. In making this determination, the underwriter still
`needs to consider the exposure to buildings presented by the contents
`and/or operation. The underwriter cannot increase the line where the
`building is vulnerable to loss due to the nature of the contents.
`
`e. Automatic Sprinklers: You may increase the line nomination otherwise
`permitted for a functioning sprinkler system where the risk is rated sprinklered
`by ISO (RCP code of 4) and an ISO BUR report is obtained and retained in the file
`and the BUR is less than 5 years old or Current Sprinkler Density Report shows
`a sprinkler grading of at LEAST 75. Review of the BUR report must confirm that
`the sprinkler system is designed for the current occupancy. Under these
`circumstances the line may be increased as follows:

`f. Referral: Classes of business noted as a Referral in the respective Hazard Grade
`and Nomination Tables must go through the referral process. Please also note
`the respective Prohibited Classes of business as outlined in the Hazard Grade
`Tables.
`
`All referrals to must be well thought out and documented utilizing the
`appropriate referral document found in the Supplemental section of this manual.
`It is not the Referral Manager’s responsibility to personally review every
`ImageRight file. Should an account require an additional approvals, the referral
`should first be reviewed by the Profit Center Manager and forwarded
`accordingly by the Profit Center Manager.
`
`4. Determination of Risk: The underwriter must determine and identify in the file at the
`time of acceptance what constitutes one risk. One risk shall always be determined from
`the standpoint of the peril of fire. A building and its contents shall never be considered
`as constituting more than one risk, nor shall time element coverages be considered a
`separate risk apart from the building and contents. Building is defined as each
`separately roofed structure enclosed within exterior walls. When two or more buildings
`and personal property are situated at the same general location, the underwriter may
`determine and identify at the time of binding which buildings are deemed to constitute
`a single risk. If the underwriter is unsure, they should consult with their Profit Center
`Manager accordingly.
`
`5. Catastrophe Exposed Risks: Refer to the respective Catastrophe Management Plan
`section of this Manual. Note that catastrophe limitations apply in addition to the “Fire”
`line obtained in this guide. Nothing in the catastrophe management guide will serve to
`increase a fire line developed.
`
`
`
`
`
`6. Pricing: Specialty Package is priced through the QuickSolver application in accordance
`with Seneca’s Filed rates and factors. Custom Property rates all admitted business
`through QuickSolver, other than when it writes in De-Regulated states such as the New
`York Free Trade Zone and in New Jersey when the Premium is higher than $10,000.
`Otherwise, Custom Property utilizes judgment rating based on experience. Pricing will
`be monitored on a quarterly basis by the SVP of Product Line Management, the CUO,
`and the Actuary staff at Seneca. The monitoring will include deviations from benchmark
`rates and actions will be taken as needed.

`7. Terrorism:
`a. Modeling is not required as it is being managed by the Enterprise Corporate Risk
`department.
`b. Block checks via WINS must be performed for locations within NYC (Manhattan,
`Brooklyn, Bronx and Queens) to identify whether there may be conflagration
`issues. Block Checks should also occur for urban city areas.
`c. Capacity is determined by the Fire Line setting in the Line Guide and Nomination
`Table.
`d. Underwriters should review Map resources to verify that their locations are not
`in a “terror zone”.
`e. In addition, if an account is major tourist attraction or is in close proximity to
`one, (examples: Disney World in Orlando, FL or Disney Land in Anaheim, CA,
`Major Hotels, Museums, Malls, Amusement Parks, Landmarks, Stadiums, etc…) a
`referral to the CUO must occur to determine whether the risk is acceptable.
`f. Underwriters should continue to utilize the rating worksheets for terrorism
`coverage.
`g. The premium should never be more than 25% of the Property Premium (not
`including EB or terror).
