`1, JACOB E. YOUNG, hereby depose and say as follows:
`
`1. | am the Petitioner in the above-case.
`
`2. | have filed a Petition for Custody, Parenting Time, and Child Support with
`regard to my éon, LINCOLN JACK ANTHONY YOUNG, who is currently 7 months old.
`
`3. The Respondent, STEPHANIE N. CARLSTON, and | were never been
`married and | am not currently listed on Lincoln’s birth certificate. ,
`
`4, | was notified when Lincoln was approximately one month old that | may be
`his father and Respondent asked me to take a test. We -had the paternity test performed,
`a copy of which is attached hereto as E;(hibit “1", and it was confirmed with certainty that
`| am his father. Immediately | began having contact with Lincoln and ’regularly have him
`
`for weekends and additional time.

`5. Respondent and | have had reasonably good communication with regard to -
`our son until recently. She has never been willing to discuss adding me to Lincoln’s bifih
`certificate, doing child support through DCS, or having a formal custody and parenting
`plan order through the courts. | have not, until now, pushed the issfie and just wanted to
`have as much time as possible with my son.
`
`6. | have had Lincoln no less than every other Weekend. In fact, | have had
`
`him much more than that, having him many weekends in a row and | recently had him for
`
`. an extended period when Respondent was supposed to be going on a vacation. My son
`
`and | have developed a strong bond and parent-child‘relationship. However, Respondent
`is now telling me that | cannot have him at times that we previously agreed to and has
`taken the position that | have no say so over him because | am not on any paperwork and
`that she makes all the rules.
`
`7. Respondent has made statements on more than one occasion eluding that
`she will take Lincoln and leave the state, either going to Texas or to a friend’s in Bend.
`Given the escalation in her behavior, the fact that she repeatedly makes such comments,
`and she is now taking away parenting time | was to have with him, | truly do fear that she
`may attempt to take him out of the area or keep him from me.
`
`8. | have some concerns about Lincoln’s care, leading to my filing of the
`Petition in this matter, and | am very concerned about what her reaction is going to be to
`my filing. While things are pending, | believe it is imperative that this requested status
`quo be in place to make sure that my son is not taken away by Respondent and that | am
`still getting my parentihg time with him. 7

`9. | also ask that the ordér include that while heither parent can remove Lincoln
`from the state without permission, that Vancouver, Washington be excluded, as that is
`where | cdrrently reside and where he spends time when in my care.

`11. Starting prior to Lincoln reaching three months of age | have had him for
`significant periods of time. In June | had him three weekends, from Friday to SUnday, as
`well as an additidnal time. In July | had him for tWo weekends from Friday to Sunday, as
`well as a third from Thursday to Friday and then spent Saturday with him. In August | had
`him three weekends; once from Friday to Saturday and twice from Friday to Sunday. In
`September | had him for three weekends from Friday to Sunday. In October | had him for
`an 8-day period of time from October 10" through October 18{“‘. | then had him for the
`following weekend from Friday to Sunday. In addition to these times, ‘I have attended
`
`-doctor appointments and gone to the hospital when he was ill. We've also had other times |
`that we spent with Lincoln together doing things.
`
`12. Respondent and | agreed that | would get Lincoln the weekend of October
`31t and that we would do trick-or-treating with him. However, on October 30t she texted
`me that | can now only have Lincoln every other weekend and that | am not getting him
`for the weekend. | am requesting that the status quo provide that | get Lincoln at least
`three weekends per month, as | have been doing for the last five months.
`
`13. The minor child has resided in Oregon since his birth.Cur_rentIy he resides
`~ with Respondent at 13515 SE Richey Rd in Boring, Oregon and p.art-time in.my care at
`3805 E. 11t Street in Vancouver, Washington. Oregon has jurisdiction over this matter
`‘under the UCCJEA.
`
`14. | have not participated, as a party, witness or in any other capacity, in any'
`other proceedings concerning custody of the minor child in this or any other state. | have
`no information concerning any other proceedings that could affect the current proceeding,
`including matters for enforcement and proceedings related to the domestic violence,
`protective orders, termination of parental rights and/or adoptions. | know of no persons
`not a party to this proceeding who have physical custody of the child or who claims rights
`
`of custody or visitation with the child.
