`The short answer is yes I do recall an arrangement that was struck between BU and Ramat—Gan College — Chris Hall is
`probably the best person to flesh out the details of this. Whether DEC had an arrangement with them i do not know but
`certainly there was no agreement for overseas PhD delivery when I was setting up the Graduate School in 2002. it does
`seem very odd Mark that he could get an MA in tourism followed by a PhD in electrical engineering?

`l have been asked to verify that the PhD certificate (attached) is correct. I have asked registry, partnerships and the
`Graduate school. The only record we have found is a MA pass list from the School of Tourism that verifies the MA
`through a partnership with Ramat Gan University in Israel (although we have no records within our database).
`
`in terms of the PhD in Electrical Engineering we have no records of this student. I’m just wondering if the PhD could have
`been issued through the School of Tourism partnership in Electrical Engineering is the same way as the MA. I know we
`were both on RDC at that time.

`Do you have any recollection — happy to pop up for a quick meeting?

`purport to be his masters and PhD degrees. We are in the process of trying to ascertain their authenticity. For example,
`we note that (according to Wikipedia) the Chancellor and Vice—Chancellor identified on the diplomas appear to be the
`correct people for the respective time periods.

`Further to our discussion of whether Bournemouth University has or had a campus in Ramat Gan, Israel in the early
`20005, I wanted to bring to your attention the following excerpt on page 78 of the book “Global Tourism Higher
`Education: Past, Present. and Future" describing hospitality and tourism management programs available in Israel in
`2000:

`The extension of Bournemouth University in lsrael was located at a
`then~obscure private Rental-«Gan College that managed to flourish in
`later years tiue to its innovative strategy: agreements to award degrees
`from various universities by franchising contracts and similar models of
`cooperation. The extension offered a graduate degree in tourism and
`hospitality management. At the beginning, the hosts were very strict in
`following the rules, regulations, and quatity standards ofthe parent in-
`stitution. Several foil—fledged faculty members from the UK. were sent
