`The 8th meeting of the Moving Picture Coding Experts Group MPEG was held at

`Kurihama Laboratory of Victor Company of Japan 16 to2l October 1989 and at Matsushita Electric
`Industrial Company Osaka Japan on 23 October 1989
`crucial one since the MPEG workplan called for the Video Group to preselect

`The Subjective Test Ad-hoc Group proved to be of invaluable help in progressing

`the Video Group thanks to the perfect arrangement and professional set up of equipment managed
`by Mr Hidaka and the VLSI Ad-hoc Group had more material
`than time to analyse the video
`coding VLSI implementation studies Lastly an investigation into the likely DSM target of the next
`generation of moving picture coding standard was started by the Future DSM Ad-hoc Group

`standard for video compression on digital storage media During the Kurihama
`meeting 15 proposals
`for video coding were thorougly analysed verified and tested including
`subjective testing and the commonality and differences between the different algorithms proposed
`was established
`During the Osaka meeting method was devised to evolve the results of the Japan
`meeting first into two reference algorithms then after further discussion and testing toward
`Standard ProposaL
