`I, Mark Reboulet submit this declaration to state my opinions on the
`
`matters described below.

`I am currently employed as the President of Reboulet & Associates
`
`LLC, a consulting firm based in Tipp City, Ohio, focusing on AIDC, including
`
`Item Unique Identification (IUID) as used by the Department of Defense @OD),
`
`Unique Device Identification (UDI) as used by the Food and Drug Administration,
`
`and data capture and traceability in manufacturing generally.
`3. Beginning in 1994, I led the newly-formed Air Force Automatic
`
`Identffication Technology Program Management Offrce, a consolidation ofthe
`
`Microcircuit Technology in Logistics Applications (MITLA) program and the
`
`Logistics Marking and Automated Reading Symbols (LOGMARS) program,
`
`which was responsible for bar coding within the Air Force and the Department of
`
`Defense, I worked for the Air Force until I retired September 30,2014.

`In 1999 and 2000, while working with the Air Force, I assisted
`
`Richard B. Meyers in coordinating several United States Air Force Bar Code
`
`Seminars ('Seminars"). These Seminars were attended by members of the Air
`
`Force and other branches of the Armed Services working in the area of bar code
`
`technology, including members of the Air Force Automatic Identification
`
`Technology Program Office as well as contractors working on Air Force and
`
`

`

`Department of Defense automatic identification and data capture projects. These
`
`Seminars were additionally attorded by other indusfiy professionals working in the
`
`area of bar code technology, including professionals from Intermec Corporation,
`
`Symbol Technologies Inc., and CDO Technologies.
`5. The Seminars welcomed 267 atlendees in 1999 and 345 attendees
`
`in 2000. Meyers and I kept a record of attendance at these Seminars. I have
`
`maintained this record in my own files. A copy ofthis record is attached as
`
`Exhibit A to this Declaration.

`ln 1999 and 2000, we provided attendees of the Seminars with a copy
`
`of Richard D. Bushnell and Richard B. Meyers, "Getting Started with Bar Codes:

`A Systematic Guide'(5* ed. 1999) @x. 1002), hereinafter Bushnett.I have
`
`personal knowledge that attendees of the Seminars received copies of Bushnell
`
`in 1999 and 2000.
