`ICASSP '98 Conference Committee
`
`The 1998 Intemational Conference on Acoustics, Speech and Signal Processing (ICASSP), sponsored by the IEEE Signal
`Processing Society, is the twenty-third in a series of international conferences devoted to experimental and theoretical aspects of
`signal processing, speech and acoustics. Conferences of this scope are possible only because of the continuous interest and
`support of the Socilety membership, expressed both by their submission of papers of high quality and by their attendance at the
`conference. The ICASSP 98 Conference Committee is grateful to all authors, the session chairs, and the volunteers for
`contributing to the success of this Conference.

`IEEE Signal Processing Society
`
`The IEEE Signal Processing Society is the fourth largest among the IEEE’s 37 Technical Societies and councils. The Society’s
`purposes are scientific and educational, directed toward the advancement of the theory and practice of its field of interest, as
`defined in Article I1 [of the Constitution]. Its purpose is also professional, directed toward the advancement of the standing of its
`members. Furthermore, it shall work with other IEEE entities to fulfill the broader purposes of IEEE. The Society’s field of
`interest is the theory and applications of filtering, coding, transmitting, estimating, detecting, analyzing, recognizing,
`synthesizing, recording, and reproducing signals by digital or analog devices or techniques. The term “signal” includes audio,
`video, speech, image, communication, geophysical, sonar, radar, medical, musical, and other signals. In 1!398 the Society
`celebrates its 50* year anniversary.
